Change comes slowly in the military, and change comes slowly in the Department of Veterans Affairs, but eventually it happens.

It is hard to believe that just twenty years ago the Department of Veterans Affairs did not have a separate division to deal with women veterans. But it’s true. Then at the urging of veterans organizations, in November 1994 Congress passed Public Law 03-446 which required the VA to create the Center for Women Veterans to monitor and coordinate VA programs for women.
